Whitebeard being under Rocks and ultimately being truly loyal to him is to establish greatness of Rocks.
This is similar to Roger having "dark king" Rayleigh, Whitebeard having Oden under him, Luffy having Zoro under him. They exist to hype up the greatness of the captain himself.
Rocks especially needed it in a way, since others like John, Ganzui and even BM wasn't loyal to Rocks.
I guess just Whitebeard, Kaido and maybe Shiki were loyal to him. That's about it?
I don't think this diminishes Whitebeard's character by the way, we knew he was a crewmember in his youth and his honour/bushido based persona fits here.
The only thing diminishing Whitebeard's character here is Shakky simping.
But yes, if WB wasn't under Rocks, I think Oda would've written him being more evil.
There is no way this dude is now Blackbeard's parallel lmao. Blackbeard is more slimy and evil. Rocks turned out to be a more of "good guy pirate" figure like Roger, WB, Shanks etc.
