Right off the bat someone who is at the highest rank of military has inner secretes and is a bigger threat to you than an average pirate of similar strength, using the word "average" very conservatively here.
Marines are just soldiers, admirals ain't got no "secret" info. Doffy on the other hand was part of the inner circle and knows of Imu and the national treasure that would shake the world to its core. Big chances are, Blackbeard also knows more of history and the WG's internal structure than Kuzan did.

Also, each admiral has 3 billion on its head and we know Cross Guild bounties are more conservative than pirate bounties (Jango as a pirate having 9 million but only 1 million as a marine). Akainu on the other hand has 5 billion as the fleet admiral.

You think a rank of an Admiral doesn't involve any beaurocracy and desk work?? If that is the case Oda is the dumbest author ever.

That's the problem with One Piece compared to slightly older mangas, Law's history with Doflamingo was revealed, but we don't actually see him dealing with the emotions and motives of such upbringing. For the most part you're either a good pirate or bad pirate, the Navy is a bit more complex and carries more mature content.
Naruto for example was a manga where someone like Kabuto ends up working for Danzo. Law actually working with Doflamingo for a while fooling him for an ulterior motive, and being his fake right hand man would've been dope.

Sure, but why would the paper work involve sensitive secrets of the World Government? As Warcury stated, the Marines are just the outward face of the WG. You think paper work will involve Imu, the will of D. and the national treasure?
