Kuzan could have killed him on the spot but since he did a Kizaru everybody had to downplay him again. I guess Oda showing Kuzan crying under the ice is not enought to show he didn't want to kill Garp.

I'm just seeing things for what they are or what they likely will be. Roger and Garp fought and killed Xebec in the past, and the same will be repeated with Luffy and Koby against Teach.
