OH yeah the one who just does a friendly match with Roger while Garp was fighting him to the death. U people take the equal statements too literally.
Sengoku, Shiki, Gaban ad Ray are "equal" as well, that's not true equal.

WB (admitted by Shiki to be his era after Roger death, he is that guy above everyone else and it's accepted, can give a hard fight to those above him. Isn't really a serious rival, more a friendly one to Roger. Sengoku hypes him, he is the strongest between those below him who are considered "equal" to Roger, he is on that pedistal compared to them)

Just like I didn't get those pushing Sengoku super equal to Garp, this is a Manga about will.
Garp oppeses Imu, Sweatgoku would never.
They were never equal.
Garp, Rocks and Roger are clearly those top 3 of the previous Gen.
WB is of a lesser caliber, but he is still rocks right hand strong enough to force his captain to a very high diff fight. He can also equal Roger if those two do not try to kill each other.
Then we have Ray and Gaban, Sengoku etc, a lesser caliber than WB, but still overall strong enough to give a super good fight to Roger and be legit strong legendary top tiers that can be considered shoulder to shoulder to Roger and Garp to some extent.
The way Xebec easily man handling/speed running 3 future yonkous, I don't think Roger Garp duo could match his strength..let alone had the capability to stop him, something must've happen later on which ultimately ended up ancient weapon being used as last resort to kill Xebec and erased the Island altogether.
