I personally agree, but I still think the "structure" will be the same in that he manages battles chaotically until he is ready to finish them in a few chapters each. My hope is that he makes the actual action panels more interesting in this case. We have much more main characters, plus supernova and 9 samurai whom all must be differentiated from each other (I'm still concerned about Denjiro, Kiku and Asura all being differentiated from each other, but it seems the rest use their sword skills differently). I am confident that the battles here will turn out much better even solely because we care about these characters more.
I don't think Zoro, Sanji and Jinbe are on the same level as King and Queen. If they beat them now, the battles with blackbeard's commanders won't be so hard. And for me, the battles with blackbeard pirates must be those where the straw hat pirates will do their best before the final war against the WG.
So probably Zoro will fight against Who's Who.
Sanji I would like to see fighting against Perospero, he seems to have the same level as the tobiropo. And Sanji has all that story with Big Mom Pirates and Germa. Perospero could threaten Sanji saying that he will kill the guys from baratie.
Kinemon vs Kanjuro deserves to happen. Kinemon is the leader of the red scabbards and seems to be at the same level as kanjuro. The other scabbards seem to be stronger (inu, neko, ashura, kawamatsu and Denjiro) or weaker (raizo and kiku)
King vs Marco is almost confirmed to me. It will be really cool if Oda shows us a fight in the sky.
Inu and Neko vs Jack (Nothing much to say, it would be their revenge).
Kaido vs Luffy, Kidd and Law (Luffy will need help, he is not on Kaido's level. But probably Luffy will finish the battle).
The rest is still a mess. It's hard to predict anything so far

So the finale of Arc should be Luffy Zoro and Kidd fighting Kaido
