Oda chose Xebec to fight Imu 1 vs 1 for a time not Roger .



Even their offspring fought directly and Xebec son won over Roger son .

There is no portrayal , statement or feat that puts Roger on same level as base Xebec. It's just your headcanon never stated or hinted in manga.

Yes, the guy who joined Whitebeard while DFless to exploit Whitebeard's network will surely surpass Whitebeard with 2-3 top tier DFs. Whether same is true for a WB who already had his entire stack at hand (ACoC, DF, Supreme Blade) and still ran errands for Xebec while in his mid 30s is another story.
