The logic is he was thinking of strongest of pirates he has faced.

Yeah the exact context is that he was wondering how strong and great Luffy could get, and Luffy is a fellow pirate.

So ofc he's thinking of the spectrum of pirates he's fought and respected most, to compare Luffy to.

Imu did nothing to deserve to be ranked among them.

It's 2025. People need to stop implying those 5 are top 5. They were never even implied to be so. Just really strong people who had big impact on Kaido.
