My interpretation is that many people believe that Xebec’s Conqueror’s Haki was superior to Garp’s and Roger’s individual Haki, but the actual context does not support that.
When Xebec used his Conqueror’s Haki defensively and either Garp or Roger used it offensively, the two would cancel each other out. This cancellation indicates equality, not weakness. If one side’s Haki were actually stronger, there would be no cancellation—the stronger Haki would simply overpower and break through the other. So Xebec’s Haki did not overpower theirs; it was matched to the point of neutralization.
From there, this is why I believe that Whitebeard, Kaidou, Shanks, and Big Mom could also defeat Xebec with their own levels of Haki.
Even assuming the interpretation that Xebec split the sky on his own—which would imply his Haki is “stronger”—the fact that his Haki was being canceled by Roger’s contradicts the idea that Roger’s Haki was weaker. Then we have Roger’s line:
“SO NEXT TIME WE USE CONQUEROR'S HAKI, WE SHOULD CHANNEL ALL OF OUR MASS INTO IT?!”
Roger does not say he needs a higher level of Haki. What he says is that they need to channel all of their mass, which means increasing the pressure and physical impact accompanying the Conqueror’s Haki coating. Any user of advanced Conqueror’s Haki can do this. At no point is it stated that you need a “higher level” of Haki to break through—only that you need to fully concentrate it.
Now for the final part: even though Roger and Garp attacked Xebec at the same time, each of them broke through Xebec’s Haki individually, not by combining their Haki. There was a combination of attacks in terms of timing, but the effectiveness of each strike depended entirely on the individual user properly channeling all of their mass and pressure. They did not fuse their Haki together; they each overcame Xebec’s defense solo, even if they did so simultaneously.
Roger’s statement makes it clear what the requirement is to break through the defense of a user coated in Conqueror’s Haki:
“SO NEXT TIME WE USE CONQUEROR'S HAKI, WE SHOULD CHANNEL ALL OF OUR MASS INTO IT?!”
It is not:
Channel all of your mass + pressure into the Haki.
In other words:
Any user of advanced Conqueror’s Haki can do this, as long as they are capable of concentrating their full impact into a single strike.
Who can prove that Kaidou, Whitebeard, Big Mom, or Shanks cannot do exactly that?

I will still post the bonus part. Luffy in Gear 5, according to Kaidou, was coating his body with Haki in the same way Xebec did. We can see that some of Kaidou’s attacks didn’t have much effect on him at first, but later Kaidou simply broke through that coating and dealt damage to him.
And simply, when Kaido speaks about how Haki transcends everything, that's precisely the moment when his attack inflicts enormous damage on Luffy.
