I don't necessarily agree that standing above others and strength are what makes one a conqueror when we have characters like Yamato, Ace and Katakuri who don't possess those types of ambitions. Sanji is chivalrous to a fault, very protective of those close to him, he wants to be strong for their sake, when looking at the position he occupies, top tier strength is a must. Again, when you combine all of the points we've made, you can see a justification for him possessing it.
Justification doesn't mean condition. Wanting to be a "king" standing above others was cited as a CoC trait, King and Chinjao made that clear. It's just not a requirement, meaning someone doesn't need that to be a CoC user. The only constant among CoC users is their crazy willpower and willingness to put their life on the line when faced with obstacles, which I think are traits Sanji displayed many times.

And a multitude of characters without COC have also showed those same traits. There is no in story constant, at least not one that is expressed as a condition in canon. Which is why I don't agree with the premise of the question. I don't believe Sanji is getting COC for any reason other than that Oda wants him to, it's also growing to be somewhat of a necessity. Now, the unique manner in which he'll unlock it and develop it will most likely be tied somehow to women and POL. Like how Zoro's was connected to Enma, protecting his captain and preforming a top tier cutting feat. We've provided the justifications both in story and out, we've given examples that disprove the fan made criteria. There is nothing more to discuss, those who still believe he wont unlock it, never will.

The hax with PoL than Conqueror.

Gaban didn't had any fruit and used a weapon. Haki was the only vertical investment for him at that stage.

Whereas Sanji prowess doesn't really revolve around haki, yes a part of it. But flames/Exoskeleton are more at focus here.

You got the MC, his grandpa and his second biggest inspiration to be a pirate after Shanks using mix of Haki and flames in battles. Sanji aint gonna be different, Haki has always been key to his abilities

Never was blud.
Luffy and Zoro are still hinted at using haki pre time skip. Not sanji.

MC, Garp, Shanks don't have fire as their weapon.
Even Zoro can use Firefox style lol. Doesn't make him a fire centric user.

Ace was a conqueror yet doubted himself multiple times and even gave up on his own dream of becoming the PK to help Whitebeard become the PK.
But, guess who actually grew out of that dumb notion that they need to give up on their dreams to save their own lives? Hint: It wasn't Ace.
All that stuff came on later on.

Ace was conqueror since he was a kid like Doffy.
I wouldn't say if someone rushed into fight blackbeard was " doubting " himself.

At some point every conqueror got a reality check on where they stand currently.
