Dancing for five years, becoming a joke to the very people he was trying to protect, and still saving lives in silence while being mocked, is one of the most heroic acts in this entire manga. He endured everything without saying a word. No matter how much people twist the situation, no one will convince me that this makes him foolish or idiotic. Much less a clown. He did what no one else would have the courage to do.

If only he gathered the forces of Wano to fight Kaido at his weakest, instead of dancing like a clown and trading his whole country for a few hostages that would eventually just become slaves.

He had a reason to believe it, because Orochi fulfilled the first part of the agreement by releasing hostages, proving the promise wasn’t completely empty. And Oden didn’t trade Wano for “a few hostages.” He prevented an immediate massacre that would have killed thousands and saved lives in a real, tangible way, day after day, while buying time to look for a better solution. As for the samurai, their loyalty or betrayal was not something Oden could control; each of them had their own choice. What was in his control was preventing deaths at that moment, and that’s exactly what he did.

Luffy and Zoro risked the entire plan to defeat Kaidou and save a country just to protect a single life, Otama’s. Think about that. Even Luffy, who many call an idiot, made the same choice back in chapter 923.

A lot of people would do exactly what Oden did in that situation. Law would risk everything to save Bepo and his crew, just like countless other characters would do for their own.
So no, Oden is not a fool.
