Him fighting Burgess would assume nobody else can fight Burgess (i.e Sanji or Jinbe) and that Sabo cares enough to go out of his way to stop Burgess.

I think the evil god of their world that's stronger than even Xebec and Harald would probably need more attention than the guy who's basically the Queen of Teach's crew (not to discredit Teach as he's likely still the FV, but, ykwim)

Sabo made a promise to Cobra to return to Luffy. He doesn’t seem the type to ignore that promise, plus since the revs are currently attacking MJ it seems, I think Sabo reuniting with Luffy soon makes sense. Which means he’ll need a BBP opponent, the only one that makes sense strength and story wise is Burgess

Kuzan has zero plot connection to Sabo or Ace. Burgess does. He fits character arc wise and power wise.

Eventually yeah. And if BBP are final villains, oda will make the top BBP all PK level fighters. And Burgess is without a doubt one of the top.
