Oda's just not going to have them fight. Sabo already fought and beat him before, and so far Oda hasn't copy and pasted fights between the same two characters like that.
The Dukes never defeated Jack prior to Wano, for example.
It'd also leave too many Straw Hats without a proper BBP opponent.

Nothing Burgess has gained since Dressrosa really matters in terms of versatility. It's just that now he can lift even bigger things than before.
But we already know people on Sabo's level should be able to destroy mountains with ease. Unless he's chucking entire islands at him I see no reasons why he could give him a good fight.
Also, according to you, Sabo fights Burgess and Koby fights Pizarro. That leaves two Straw Hats without a fight, when previously the amount of Titanic Captains and the amount of Straw Hats lined up perfectly.
