The tattoos definitely influence the person, I don't see the retcon here. Shanks can just leave it there and never care about it, that's fine. because of proximity. But the editor spicing things up is not part of Oda ideas.

I expect Imu imposes certain conditions regardless of ranks.
- Gunko memory suppressed while she was just shallow covenant.
- Shamrock acting shock while Gunko creates a abyss portal, probably he couldn't create it due to his brother is a traitor and they both look identical.

The different types of covenants are named after the depths of the seas, Shirahoshi/Poseidon is in control of Sea Kings, DF powers are weakened by it etc.
