No it wasn't just hype because he was the strongest. It took all the Scabbards + all the Supernovas + Yamato + Bajrang Gun + lava of ocean to beat him, not Gunko and Sham's dog.

Still in DR rocks fight Oda made sure to mention rocks using CoC defence because it was a very important aspect of the fight .

That was not possible with harald the out come of fight had to be differnt for story reason .
Oda could also let loki kill harald while he was going all out like how roger and grap had to do to rocks but that was not point .
So he let harald get back his mind so loki can get killing blow without have him fighting back at all .

Loki is Kaido but better in every way. And I mean, Oda went out of his way to specify It lol.

There are something like 10 specific "feats" that Oda used for Kaido and them used for Loki, but in a way better way lol.
