The non amped version of Harald is on par with the very best of his era. Xebec. I cannot say the same for the Gorosei. Between how unimpressive Saturn was, and how his replacement got portrayed like a fodder to Xebec, there's your reason for why Harald is treated differently.

It may be true because Elders are that, old... Harald is still in his prime while they are walking mummies.
Only Jupiter is in prime age. We will see how they will be treated in an arc where they need to actually fight instead of stalling arc like EH...

The Gorosei said that there are 3 seals.
Shallow Seal which Shanks had which seemingly gave no power boost.
Deep Seal which Harald was given and gave him a sensible power boost.
Abyssal seal which is an unknown (well we know the Elders have it but thats it), Im assuming it gives an even bigger power boost then the Deep Seal one but costs more for Imu to make. Maybe he can only make 5 at a time AkA the Elders.

What part of I don't read this manga, did you not understand lol? All I know is that dude got a boost, it's a higher lvl than what Shanks had because it allows Imu to take over from anywhere. And his downfall was paralleled with Xebec's Domi.
