Again, the longevity is different. HK has nigh infinite regeneration for as long as Imu allows them while DRs ability only last for a short period of time until the user is unable to continue fighting.
Obviously the seals are more beneficial for Imu, it gives him immortal soldiers that he can command from anywhere. But in terms of the actual boost they don’t seem all that different while active

The funniest part about Shanks vs. Loki is you know it will just be a carbon copy of Oden vs. Kaido like this, since Oden is just Oda's Gary Stu 2.0.
Only diff is he was a flashback Gary Stu, not current like Shanks. That's why he won.
