General & Others Is Doflamingo slept on?

I know BM sent cracker to deal with Post Dressrossa Luffy after she heard he entered her territory but it's not like BM is an acquaintance to Doflamingo or knows exactly how strong he is.

Doflamingo had DR Law and Luffy on the ropes in their fight, Law needed to land a sneak attack on Doffy for Luffy to even start somewhat contending with him.

The heavenly yaksha also had an entire country on chokehold with Bird Cage, a country which had characters like Sabo and Fujitora involved there (sandbagging but still it needed to be believable),no Yonkou commander we've seen in action ever had this kind of portrayal.

Finally Law and Luffy who were responsible for his downfall both earned 500M each which means Doffy should be a 1B bounty threat.

Why does this feel Doflamingo is constantly slept on? Putting him below the likes of Jozu who he showed superiority to on panel, something Oda rarely showcases with side characters.

Doflamingo is similar to Mihawk in that case, crazy strength but poor written characters. Well in Mihawk's case it's even worse but at least he will get a chance to shine in future arcs meanwhile Doflamingo was almost outshined by Law in Dressrosa. The boss of underworld should've been more terrifying and cold blooded imo

People simply get that out of context. Kaido also sent Jack to retrieve Doflamingo from two admirals, just as he sent Jack to deal with post WCI Luffy and Law. Big Mom sending Cracker isn't testament to Cracker being stronger.

Not to mention that Cracker was sent to aid Brulee, who had the seducing forest at her disposal and even then, Big Mom was open minded about whether Luffy will make it in time.

Cracker was just a stalling device to have Sanji reach the WCI plateau, hence the fight mostly wasn't even serious - Luffy starting with a lower end boundman move (Kong Organ) rather than higher end ones (we know a move weaker than the KKG, namely Cannon Ball, easily burst through all of Cracker's clones and still had enough momentum to sent Cracker flying through the country) and spending most of the time feasting on Cracker's biscuits while in base, before one shotting him.

It was also reported that both Luffy and Law together took Mingo down... Bege confirmed this so we know that according to BM, their view is that Luffy only played 50% of the role in taking down Mingo. Yet iirc Big Mom wasn't surprised when Luffy beat him and expected it

So BM views Cracker as weaker than 50% of Mingo or 50% of Mingo at best..

I agree.
But people have already made up their mind about how strong Doflamingo was.

The warlords as a whole are slept on nowadays,their portrayal at least is on another level.

There's no much good writing for Doflamingo in Dressrosa except his flashback imo.
Law was easily ragebaiting him, Fujitora treat him like some punk and openly said that he will remove his Warlord status, Law again fooled him to think that he was dead. His crew was bunch of clowns and pretty weak ( Just how much more struggle Mr.1 gave to Zoro compared to Pica). Doflamingo was almost unable to control the situation in his own country. Literally the only answer Doflamingo had against all of this was his power, not his influence, plan, subordinates but his own, actually impressive power.
Pre TS Doflamingo appeared in a way less screen time but managed to give best speech in One Piece, he was cold blooded and dominant in every way. DR Dofamingo almost lost his cold blooded nature and strong speechs, only his immense strength remained consistent .

Tldr.
DR Dofamingo is hysterical dude who was constantly losing his shit after every single L he suffered. But his feats and powers in contradiction were goated for a high tier and that's why most people liked him.
