This is his catchphrase in Japanese, which you'll alternately see as translated literally or figuratively. He says it all the time, even when he's talking about Kaido.

This situation is a joke, but that's the context for the same phrase.

The thing is that sanjikun wasn't wrong with the meaning of what Luffy said, or his intentions. We know that Luffy really would kick his ass because he already stated he would earlier. There's no reason to think Luffy would hesitate because he always matches the energy people give him.

I'm not arguing Luffy was joking, I'm arguing that it's intended to be banter between them, just like Loki probably isn't really indifferent to killing the Strawhats, he's being Tsundere. Luffy is just being no nonsense in his own way. Anyone who causes him problems, he's ready to "kick his ass", but it doesn't actually have deeper meaning regarding PLs.
