Stop acting like Imu descends from the Holy Land to do something one Gorosei could do. The fact that Imu personally came down shows the caliber of this mission. The only time before this that Imu came down was for God Valley. Imu didn’t even move for Egghead when all 5 Gorosei moved.
So yes, Imu will only move for the types of missions that require more than multiple Gorosei. And according to the Gorosei, an Admiral could also do the same thing. Stop pretending to be a retard I beg of you.
