There's no way of knowing the exact vote counts of leading characters by region until the final results are revealed in August.
However, we can use the polling data from the previous WORLD TOP 100 poll to weight regions by their One Piece fan population sizes. It looks something like this: Asia > Japan > Europe > North America > Central & South America > the rest.
Combine that with the weekly updated "World Hot Characters," and you can get a picture of the current online top 5 ranking. It's limited to online results because the Japanese postcard voting (10 pts per card) started on the 6th JST (Week 6 period), and I think it's excluded from the weekly updates.
The online top 5 (Weeks 1-4): 1. Luffy | 2. Sanji | 3. Zoro | 4. Nami | 5. Law
Luffy is leading because he has consistently ranked #1 in the Asia region for all four weeks and #1 in Japan for the last two weeks. Again, this is before the postcard voting, which will likely boost him further.
Zoro can still take 2nd, but realistically, I'm doubtful that Luffy will be dethroned as #1. Japan and Asia love him too much.
