Imo nah, especially here since a lot of people thinks Full Zoan mode ( assuming the big shadow is Imu's akuma form ) is not the strongest form courtesy of Kaido lol.

Plus Awakening Zoan form is always on Hybrid Mode ( so far )
And if we assume that Imu's fruit is also Zoan ( because "God" fruit is also Zoan so far )
This Imu is his strongest form imo, i wouldn't say he was nerfed its probably just like G5 who had time limit. Where the drawback is him coughing lot of blood, we already seen Roger who coughing lot of blood able to match WB and sent off Oden anyway, so Oda doesn't thinks its a nerf unless the character said it theirself, just Like Loki chapter before.

He will be forced into battle mode and join the imu fight zori is coming back for round 2. Loki and Luffy won't be enough to deal with him this is where imu sama will make ryuma connection
