Oda couldn't have made it more obvious in the flashback itself, when he had Gaban (someone himself stated to stand shoulder to shoulder with Roger) glazing the shit out of Loki saying no one on the planet including Whitebeard (Roger's equal) stood a chance at beating HK Harald. But now he's even making it obvious in real time.

Roger is not strong enough for anyone to even make this comparison. People were calling Roger Gaban's peer in strength. Loki plays in a different realm now.
We got a statement from Gaban which is far better. He stated nobody on the planet could stop HK Harald. This is when WSM WB was around and Gaban knew about his strength firsthand. Roger was only ever stated to equal WB, and he didn't stand a shot at beating HK Harald as per Gaban, Roger's own underling.

Obviously Oda isn't going to make an obvious statement like that, but he did have Gaban talk about how he was shocked at how HK harald could have been stopped, and how he was imagining the end of the world because of it, in a way that was like he never saw something more powerful
