When talking about a zoan, Base just refers to their Base form, aka not Hybrid or Full Zoan.

Oda still hiding Loki's hybrid but Imu is already bleeding and taking damage. This is scary.

Usually « base » is when your not using your DF at all

And for normal Zoan especially it’s mostly the case when you aren’t transformed at all

here Loki is clearly using his DF powers to dish devastating attacks

But yeah I agree that Loki can be even more dangerous in hybrid.
