We dont know exactly yet how it all works but there might be a difference in quality, same as with Shadows and Moriah.

Before the climax of WG war, Imu might get the opportunity to forge pacts with more CoC users that would make him significantly stronger than forging pacts with non-COC users which probably barely affects his power... At least, that's my guess.

All the Gorossei are probably former Supreme Leaders of HK's who have CoC.

I don't think that Imu can give you the type of Haki you don't possess but he definitely can boost your Haki.

1. Literally the legions of Imu, those who made covenants with him, become part of the demonic fire when they die. The deal with the devil means literally that he holds the power of his dead military subordinates and they dont move on. He said its power is in all living things and he meant that his power was stolen from countless living.
2. The ancient kingdom of Mu had an unstoppable military because they held the secrets of omen. Now only Imu, the last remembrance of Mu, knows it exists. I also imagine they had thousands of steel hearts and now Imu only has a few left.
