No, it further adds into being shortsighted and being too laser focused on one thing. He values strength and built a crew around that alone to fight Imu. Nevermind loyalty cause that crew was a hot mess.
He tried to do all alone instead of seeing you cannot win against the WG that way. He never saw value in those weaker than him.
Stealing tributes from Kingdoms to the WG so they walk in to potentially annihilate those kingdoms for it while trying to take on the WG himself just through power alone.
The WG oppresses the weak. They genocide the weak, his own people. Defenseless civilians. Yet he plunders and has no problem that innocent kingdoms will have to suffer for his actions at the hands of the WG he steals from.

This isnt just about piracy but further adds into why Rocks' entire plan was a failure from the start cause while the motives are different, he is no different from the very king he wants to topple by having no regard for anything and anyone who wont fit into his plans, because they are weak to him. Even if means kingdoms who could help the cause, he could defend and build into an army be left to be annihilated. Rocks could have been the original revolutionary yet chose not to rise up but leaves the weak to rot at the hands of the WG he resists while the same WG raids his home and hunt people who cant defend themselves.
