Being immune to DR doesn't make him stronger than the rest, with this logic, Luffy should be stronger than Xebec and old gen in their prime which is retarded.
Luffy trades in power with time. He can fight the longest in base form. But he isn't Yonkou level in that, in Gear 5, he bsrely touches that level which Kaidou dominated regardless.

The same applies to Loki. Gerd treated him and wrapped him in bandages, but she explicitly said it would take months for his injuries to heal. Both were just temporary fixes. The damage Loki took from Shamrock was clearly established to still be persisting.
