I got Lilith, Colon, Shuri, and Bonney joining after Elbaph. Also Vivi and Karoo, I think she's showing up.
Then Yamato, Tama, Momo, and Carrot in Wano Act 4.
That puts us at 20, and I'm of the mindset that, to match the OG 20 Kings, Blackbeard and Luffy will each have a crew of 20, including themselves.
I have Kuzan leaving Blackbeard at some point, and being replaced. So, that's 9 slots open for Teach.
Loki, Apoo, Caribou, Arlong, Don Krieg, Gin, Pearl, and then 2 I'm not sure about. Enel's a possibility. King? I'm way more iffy on the Blackbeard Pirates. I could just be wrong about Kuzan leaving, I think it's way more interesting if Kuzan never betrays Teach.
But after the 20 blades thing and the Kings being this important, with Imu being one of the 1st 20, I think Teach and Luffy will each have crews of 20.
