He should only need G2 if numbers are an "Oars level/ pre ts crew level threat", and that is being generous, a base punch with improved base stats and armament (not ryou just improved base CoA) should be enough if a pre-fishman island Luffy one shot a pacifista with a hakified jet pistol.

The Numbers aren't actual fodder. You need a really high powered attack to take them down. Franky had to go all out with his nuclear attack to do so and even then it was on a smaller one.
