I agree that Rayleigh is not a benchmark/comparison for Zoro in any way put forth by the story, but the assertion that Shanks/Rayleigh (or whoever else)>EoS Zoro is unjustified.
The logic on this does not follow and has easy holes:
PK goal>WSS goal => Rayleigh>Mihawk
Personal strength does not dictate one's capacity, effort, or willingness to teach haki techniques. Ivankov and Sanji's goal is also far below Mihawk/Zoro's in terms of personal strength, but Sanji is not far below Zoro in personal strength. Mihawk's status as WSS and Rayleigh's status as a swordsman makes Mihawk>=Rayleigh easily plausible and probable.
You also have circular logic here with no initial justification (one is being used to support the other and back again).
Shanks/Rayleigh/Oden>Mihawk => all "top" conquerors>non-conquerors => Shanks/Rayleigh/Oden>Mihawk
The story makes Mihawk>=Shanks/Rayleigh/Oden plausible and probable by the WSS title alone until further reveals or contextual information on the title. Not to mention the arbitrariness of designating "top" conquerors as opposed to...like what, middling ones like Chinjao? Seems like you're just selecting your goal post here based on your feelings. Is Katakuri in or not in this elite circlejerk of characters in your head?
Plus you made a lot of assumptions about the strength levels of other characters in comparison to each other when we don't even have information about them (Scopper to Rayleigh, Jozu to Marco, Queen to King).
All in all 3/10 analysis. A+ for putting an effort into justifying the head canon you've dug your heels into over the years, but ultimately an F for having anything substantial to them.

Rayleigh as pirate has already accomplish his ultimate goal which is make his captain as pirate King and tamed new world. that mission is biggest than mere personal goal. just like zoro throwing his pride and life for luffy. as pirate rayleigh has accomplished more than mihawk. that is what will make zoro bigger than mihawk or ray which is make luffy pirate king and make himself wss.
Rayleigh is the BEST crewmate anyone can hope for:
1- Strong Swordsman (Zoro's role)
2- Powerful kicker and hand to hand combatant (Sanji and Luffy's role)
3- ALL three Haki types mastered (Luffy's role)
4- Knows how to navigate a ship (Nami's role)
5- knows how to coat a ship (Franky's role)
6- knows a lot of info, very informed (Nami and Robin's role)
7- Strategic genius/advisor (Jinbe's role)
Like the dude has EVERYTHING at his disposal, Roger could NEVER hope for a better right hand honestly!

1- Kicking Kizaru leg and deflecting the explosion away through hakified leg
2- He used also advanced Haki through his hands like the ones Luffy needed to learn in this arc
3- AND I know it's anime only, but still, he was tossing Luffy around with his bare fist against Gear 4th
So, when I saw powerful kicker and hand to hand combatant, it really shows both sides AGAINST IMPORTANT character like Kizaru + Gear 4th Luffy

No, I'm saying Rayleigh combined ALL THE SKILLS of SH crew... he has skills from Nami/Jinbe/Franky/Robin... and EVEN fucking sniping like Usopp.. when he was on a marine ship and they went back to Marineford, he picked some small bullets and he shot through the Cannon by sniping it down... He's got it ALL is what I'm saying
