Future Events Can Luffy become pirate king without being Top 1 in the verse?

Luffys not going to go into the final war as the strongest that goes against his whole chracter.
What? lol.

No it literally doesn't change anything at all.

Luffy's always been written as the big threat when ever he steps onto an island. If he's not he always ends up that way by the end.

He's still gonna be the strongest.

Even then I said he'd be the strongest eventually. So it doesn't even matter if he's not the strongest when he finds One Piece. He'll end up the strongest anyway by the end of the series when he crushes the Government.

Oh ffs. Then why we even arguing.
He can be the strongest post final war thats not what im saying. I said when he becomes pk (pre final war) he wont be top 1

Fine. It's entirely possible too I'll give you that.

If the theories about Imu-sama being immortal are true then that means he would have been around for over 800 years. Someone whose been alive for that long is probably crazy strong.

Theres no tension in a final war that luffy goes into as top 1 and bodies everyone.
Thats not necessarily true. You're thinking about things too simplistically. This isn't Dragonball.
How strong you are doesn't necessarily mean you will win every fight.

Oda makes this clear throughout the story.

Battle is unpredictable. Power Level does not = Victory. Being strong and winning the fight are two different matters entirely.
These are the principles Oda keeps in mind when writing his fights. Thats why Casear can beat Luffy by catching him off guard with an unexpected ability. Thats why Big Mom can be fended off by the weakest of the Strawhat Pirates. Thats why Luffy can still struggle against Mr 3 back in Little Garden even though we know Luffy is far stronger than him.

It's not always a matter of power levels.

Thats not a war though. When it came to it luffy beat cesar with ease.
Luffy will beat the wg because of his numbers and have a massive army on his back with all the people hes met in the world not just because of his individual strength.
Then theres imu who could be hax as fuck from the void century.

I know. I'm just saying it's not always gonna be as straight forward as "he's stronger therefore he wins".

Maybe Luffy has to go through Akainu first and is weakened by the time he gets to Imu.

Or maybe it's 2 on 1 with Akainu & Imu-sama vs Luffy.

Who knows. But Luffy being "the strongest" wouldn't necessarily kill the tension.
