Obviously, for Vista Mihawk would need far more strength than he allowed himself to use against Luffy, and as Vista interfered, Luffy passed the test (having the ability to make others his ally). It wouldn't make sense for Mihawk to use as much strength as needed to overwhelm Vista, because that amount of power is not something rookie Luffy could handle.

That never happened though. He said his blade knows no restraint which literally means even if he doesn't actually try, Luffy can still die which he would have if like 1 million people didn't try to save luffy.

Depends on the translation and how you interpret it. Others say his blade knows no restraint or simply "I won't be merciful". Doesn't mean he would go all out. As it stands, Mihawk has portrayal over Shanks as the WSS. Why would he have a speech about the desire for Zoro to surpass him, even train him, if he could just fight Shanks? Why would he be scared of fighting Shanks while at the same time training someone he believes will beat him too?

And he was both mentally and physically distracted for several seconds (which is a long time in MHS characters fighting) and Vista despite not holding back failed to land an attack.

That effectively confirms that Vista is a complete bug next to Mihawk.
No Yonko commander has been shown to be as much weaker than a Yonko, as Vista was shown than Mihawk.
