As for Whitebeard's comment, all that means is that Shanks doesn't do outrageous things. Jozu for instance is very familiar with the power of his haki. He even says 'as always'. So they likely did have fights. Law himself says the Yonko had territorial clashes with Whitebeard. How would BM know what it takes to beat Shanks to be PK if they never fought?
We know that in the NW you either fall under a Yonko or challenge them for territory. So it's pretty obvious Shanks had to fight for territory.
Then why would he never have fought Vista? Why would he not be a worthy challenger? Did he fight Fujitora? Kizaru?

The possibility that Shanks has not only met a Yonko post Mihawk fight but has even fought to some how get even stronger would suggest he has had another extreme diff fight and if that happened, its even stronger version of Shanks the fight would have become even bigger legend.
But that wouldn't be the case as Whitebeard would have mentioned that fight as well if he is mentioning inferior Mihawk fight.
No Yonko so far has shown to DIRECTLY compete for a territory, Blackbeard has not had a battle with any Yonko for two years which is a long time in Pirate world.

Literally every signs points to Yonko being stagnant after becoming Yonko besides having little skirmishes for protecting their personal territories which is usually done by the subordinates.

Wbs last fight was with roger and hes never fought yonko shanks.
