Luffy just told Yamao to help Momo. She claimed she was an ally and Momo was in danger, so Luffy told her to go protect him.
That wasn't a "captain order".
This was though:
A moment where Luffy actually called his crew, including Carrot by their real names, and not some lazy nickname. A moment where he was expressing his trust in his crew and proving his leadership. That's an order that holds meaning. Not Luffy casually telling Yamao to protect Momo.
