So why exactly will a haki attack be more deadly when he can regenerate all the same?

His own haki can probably negate a regular arrow, so covering it with haki makes sense.

Apoo is strong but he's not a commander, and Zoro is struggling, we can legit say that now, this is the 2nd encounter Zoro has had with Apoo, and Apoo has still not been put down.

Jabura and Kaku together failed to beat Zoro who was nerfed thanks to Usopp who was dead weight. Yet, Kaku alone gave Zoro a harder fight.

I think the introduction of Tama is going to serve as a means to give Usopp and Nami a reason to overcome Ulti and Page One. Or at least that's what I am hoping. Usopp has always been at his strongest when protecting others.
