I don't think Queen knows Jinbe joined the strawhats yet and last chapter, we saw Jinbe basically 1-up Sanji so easily.
And anyways It'll be hard to tell who is the strongest of the alliance, let alone 2 and 3 of the alliance.
I mean we have tons of heavy hitters:

2. Kidd
3. X-drake
5. Luffy
6. Hawkins
7. Jinbe

He didn't say something like "they're good" or "wow, he/they is/are strong, I should do it myself", etc.

You can literally see in the manga that Queen is going through bounties to see who the green haired guy is that he sees in front of him as he chases Apoo.
Zoro is the reason why he even mentions Sanji bcs while trying to find out who Zoro is he saw Judge's surname.
He is trying to take out 2 and 3 with his virus in the battlefield where Sanji is not present. Nr1 is not present either and isnt mentioned as well.
