Exactly, while I think there are potentially one or two more arcs to fundamentally grow, this is where it counts right now. Potentially 2 Yonko are going down this arc, and if characters like Usopp/Nami/Chopper/Robin etc get screwed over again with no measure of progress to them, it only will make the EOS battles more unrealistic in the end. Fighting big, named characters is what makes them worthy of supporting Luffy, who will just be one Road Poneglyph short of being Pirate king. If people can already suspend disbelief that the main character is going to conquer/free the world virtually at 19, they can also believe other strawhats can surpass a Yonko's crew
