The context is that Sanji was less pervy in whole cake island. But when he went back to wano he returned to his pervy self. That's all this was referring too. And it was obviously a joke. Sanji saving momo was really cool. Sanji been clean in wano.

How you see cool is quite subjective.

Sanji is cool but in different way than zoro.

Why to use same parameter of coolness to define both of them?

If you try to see what makes zoro cool in Sanji then you are simply do not understand Sanji's character and Vice versa.

I do think Oda was somewhat joking, but it's pretty obvious that moments like Mr. Prince won't be happening as much as the fans of his would like them to happen. For their sake they better be fans of his pervy antics because it's not stopping anytime soon.
