Ain't no way Sanji's observation is better than that of Luffy. Luffy said what he said only because he thought Sanji sensed someone strong that he couldn't; which never actually happened. So this does not imply in any shape or form that he has better COO than Luffy. This much should be obvious for anyone with a working brain.

i think this is because of plot, Oda "trying" to develop more Sanji character because this is worse than kalifa situation.

Khalifa moment was worse because robin, one of his cremates was about to die, and he chose not to fight her despite that, and Nami had to take over. This isn't as bad as khalifa yet.....
