Sanji is not as popular as other characters like Luffy, Zoro, Whitebeard, Shanks, Kaido, etc. to win because there aren't many Sanji fans in this forum. Unlike Oro Jackson forum where Sanji's actually win the poll that one time (forgot what year it is though). But yeah, royal rumble is the only way for Sanji to get a chance to win the theme.

I mean theres a really simple way to give Sanji a better chance at winning. And thats not voting for characters that could be competition for him. Like dont vote for Law and WB, so Sanji can catch up to him. There are people already doing this so their favs can higher than the competition, even if they like those characters...
