It's still a dragon, the problem is that you're decoupling dragons from fishes even though ryus are chimeras with many fish traits and are deeply related to the sea and its animals in many ways all throughout the Eastern cultures. Kaido is a dragon and Oda made that power a fish model because dragons are tied to fishes in Japan, China, and many other countries.

Oda did not do that with the Dragon dragon thing. Thats just how Japanese translation for dino. Its a culture and language thing. Watch arthur video who is Japanese break down why Dino in Japanese is called that.
