The truth is that KAIDO defeated sengoku while kaido did not have a DF and everyone was scared and BIG MOM gave him the DF, knowing that he would become the absolute monster in the world of one piece, the legendary beast.
Although kaido base did a low difficulty on 9 red scabbards, even without using DF and named attacks.

He figured out, just like everyone else figured out the abilities of his DFs.
Then again, exceptions prove the rule. Oda would make an exception for the sake of story telling.
Hard to scale them all. Roger and Primebeard are definitely stronger than Xebec. Whitebeard probably didn't have his fruit back then. I also think Kaido is stronger than Xebec. After all he didn't have his Dragon ability prior to that. And since Big Mom is close to Kaido, she too is stronger than Xebec. Either way between the rest. With Xebec being probably somewhere in the mid top tier range.

Yeah think the same too, otherwise it would not make much sense if Sengoku wasn't their too. Oda always portrayal Garp and Sengoku as equals and they beeing together in every big event like:
Shiki vs Roger> Garp and Sengoku going together to the war
Shiki attacking Marinefore> Garp and Sengoku beat him down
Roger wanting strong navy soldiers> he mentioned Garp and Sengoku together.
Im sure Sengoku was at the same lvl as Garp, the question for me is more like, where Garp and Sengoku already in their prime when they battle against Rocks? I doubt it and also it doesn't make much sense if the Navy just send Garp to deal with the Rocks.
Take in mind Garp and Roger alliance only get make when both meet each other in God valley. With mean neither the Navy+WG know anything about Roger beeing in God Valley. With means Garp was send with a fleet who was supposed to deal with the whole Rocks pirate and I doubt he was only the strong character against such monsters.
It make more sense that Sengoku was send too like they did it for God valley.

What's important to note about that Rocks fight is that there is probably a freakin huge gap inbetween high top tiers and high high-/ low top tiers.
Imagine shown Big Mom just weaker, perhaps even w/o Napoleon, younger~weaker base Kaido w/o his fruit, Shiki perhaps w/o his fruit.
Those guys would get sent flying to another dimension by stuff like Roger's "Kamusari".
Or imagine Prime Garp speedblitzing around with Soru and Geppou while pulling out monstrous internal destruction haki punches.
I can easily see how those guys could have been heavily outmatched by guys like Garp and Roger, even though they later turned into legends themselves.
Certain abilities are just THAT strong.
The admirals for example probably make a huge jump in power by just activating their DF awakening abilities.
"Recently you just fought low top tier Akainu, who pulled out magma punches here and there and a year later, he turns a freakin island into a sea of magma with Vulcanoes and shit."
Solely one new ability that made this happen.

Really? You've seen someone in the story with this very specific power activation? And oda will explain how Kaido knows this right?
remember when devil fruits have complicated workings, oda does in fact explain how characters know what to do. For example law is specifically trained as a doctor to explain how he's so good with this complicated fruit.
So you expect oda to somehow explain to us how Kaido knows to go Wano turn into a fish and swim up a waterfall.
And again with the Kaido swimming as a devil fruit user, you are ignoring that Oda explains these things. Blackberry doesn't just eat two devil fruits and nothing is made of it. Oda intentionally adds that there's a reason for it. A devil fruit without the devil fruit weaknesses must come with an explanation as well. Is it the God of all devil fruits? Is it the original devil fruit? Something. There must be an explanation.

Good point. WB respected Sengoku more than Garp at MF. Sengoku was the only Marine who WB did not trash talk, but praise his intellect more than once. They had to have past confrontations.
It's kinda portrayed that Marine Top Tiers reach their Prime at 45-55.
Garp and Sengoku were 40/41 respectively at Gods valley, so i think we can say that they were very near their absolute peak.
Same for Rayleigh. Why would Roger fight his main rival without his crew, doesn't make much sense.
