Luffy doesn't singlehandedly save everyone from every single threat like Naruto did. Luffy doesn't have a macguffin power that makes him essentially a god at 16. Luffy has always struggled to get where he is today, not because he was "special" in a sense where he just can gain new abilities via his lineage.
He has his haki through training. He trained his DF to be as versatile as it is. He strictly only fights the main villain or 1 other subordinate, unlike Naruto who was the sole savior of Konoha after Pain, was kept away from the big War to prevent him from overshadowing others, and was once again the sole savior of the War. Dont even get my started in Sasuke, who somehow managed to keep up with Naruto's God levels of chakra just because of his bloodline "preventing blindness by killing my best friend/brother", who then also overshadowed the main character the 2nd half of the series.
If your supporting characters overshadow your main protagonist, you are writing your story wrong.
