Yep and he will string her along in Elbaf too. Too many unresolved issues between her and the giants of Elbaf, and Kaido is the boss of this arc who will be taken down while Big Mom may turn on him somehow and that the great majority of her children and crew are absent from Wano. Oda even got her to still be separated from even Perospero.

This shows me that Law isn't just thinking "muh hit him with rocks" to kill him, his plan eventually is to get close enough to hit him internally.
Damn am I the only one who was HYPED by this literal whole panel of Big Mom laughing her ass off, even Kaido joined in, lol. I can tell they feel bittersweet about the moment.
They love see these new little rookie monsters grow into themselves but sad that they will have to crush em here.

Sorry but I will not stop because Linlin's story is obviously not to end in Wano with the immense majority of her crew and children being absent, all the antagonists have been beaten with the essential of their crew and important subordinates being in the same island than them, and that she still has her issues with Elbaf and Mother Carmel.
This fight on the roof is not the final battle for Wano and it's been teased many times that Kaido and Big Mom's alliance can only end with them turning on each other.
