Sanji doesn’t need to keep up with Zoro and Luffy he states so already in his fight with Queen.
That’s not what Luffy wants from him or himself.
Sanjis role is step up when Luffy or Zoro cannot and be a knight ~ however there’s another knight which is Jinbei.
Zoro obviously his moments in damn near every arc are pivotal to the plot line.

Zoro is my fav of the 3, but he's isn't more bad@$$ than Vegeta he's close though, but Sasuke he for sure is.
If it were a point system out of 5 I'd have it like this.
Sasuke : 3
Zoro : 4
Vegeta : 5
You cannot train CoC to be stronger (this is your power) but you can channel it, this doesn't improve the strength just better control.
I have no idea about Shanks training.. it's all conjecture.

You cannot train it directly to be stronger .. you can control it and who it affects that's about it.
