General & Others Powerscalers (Agenda Aside) is there a way that your favorite character can not be one of the strongest and that not be an issue for you?

It doesn’t matter to me. It’s never once mattered to me that Zoro is stronger than Sanji. If strength is the end-all and be-all of a character then it’s likely a terrible one.
It was actually horrifying to find out that a lot of people take the Zoro/Sanji thing as seriously as they do.

It depends on the character.
Like @LolonoisZolo said, strength is integral to Zoro’s character so to fall well short of his own aspirations would be disappointing even as a reader.
With most others, it’s only secondary.

I couldn't care less if shanks is the strongest or not even though he is in my opinion
At the end of the day, he's going to be wanked like crazy cause he's oda's golden boy and going to be one of the most important characters in the series who will hopefully get a great character arc

You just love to gatekeep the Yonko when they are not as special as you guys believe.
EoS Zoro will have ACoC, 3 supreme grade black blades and likely a CoO power-up waiting and you think he’ll cap out as one of the weaker top tiers

My criterias for my favorite characters across any media is their #1 skillset & #2 narrative importance.
So I always prefer versatile characters that have at least high level of importance.
For example, in Final Fantasy terms, I'd prefer Red Mage & Blue Mage. In Dota terms, I'd choose Windrunner & Invoker.
In One Piece case, Sanji & Robin fits this criteria, so they're my top 2. Sanji is first simply because how deep & big Oda develops all parts of his character.

If u can read a story and u aren't totally insane, the only acceptable answer is: it doesn't matter

And their benchmark is roger, not an avarage mid admirals or mid yonko, and they will be surpassed 100% only by the protagonist and 2/3 more characters
So i don't even need to think about that "problem": i like them, i like how oda writes them, and in addition to that, they are the strongest in their gruop
The fanbase (swordsmen, admirals and yonko) that always jerk on powerlevels have a mental disorder behavior

Depends on how it's written and it if it's consistent with the already established narratives and patterns in the story.
Sanji's growth is relative to Luffy's so wherever he ends up EoS PL wise depends on where Luffy caps, as long as Sanji's EoS PL is consistent with that, don't really care for the details (i.e. Sanji > Admiral/Yonko or Sanji == Admiral)

Sanji is weaker than Zoro, that much is obvious to me at least so Zoro being stronger than Sanji EoS is expected for me at least.
That said, Zoro >> Sanji is a myth imo and is contrary to the narrative, so if for some odd reason, Oda decides to somehow bin the Zoro/Sanji dynamic that he's built up for god knows how many chapters then yup that would be terrible writing.

Thematically Zoro is meant to become the WSS. Very likely the strongest swordsman there ever was.
If this does not also mean that he becomes part of the absolute strongest characters ever then its just weird, imo.
Thats means its a pretty clear "no" from me.

I do not particularly like Mihawk, nor am I fond of remote wank.
There are still undeniable things that put Mihawk in a league of his own and his fans reactions to this are normal and would be the same if it were any other character.
Luffy nika parallels were also enough to put EoS Luffy on a pedestal when hewasnot even able to 1v1 a top tier at that point.
