Condier that Luffy was underselled by the WG. His real action/worth Is higher.
Also, the strenght Is a quesiton mark, but he really did dose thing:
- he really attacked Marijoa;
- he really declared war on CDs and destroyed their symbol;
- he really saw Imu and Cobra's assasination.
The fake was us believing he had wounded Fujitora.

Sabo should have a higher bounty by virtue of his position within the Revolutionary Army.
As the face of the movement, he is a bigger threat to the World Government than Luffy, who does not act like an actual Yonkou does, and whose main threat (i.e. Nika) the WG doesn't want to become common knowledge.

Mihawk has a 3.5 B Berry bounty as a subordinate, and even that’s likely because he’s been doing nothing for decades, he’ll probs get a bounty boost in time himself.
We’ll see what this “Subordinate vs Captain” bounty stuff is when Kuzans bounty gets released. I think it’ll be incredibly close to Sakazukis.
And no way is Luffy beating BM. Luffys g5 isn’t strong enough to take her out before he runs out of steam

Cross Guild will get a boost as they grow more. Mihawks Buggy’s and Crocs are just preliminary bounties. It’s like Blackbeard having a goroawase bounty right now too but we all know he’ll get a bigger one too.
And I think Kuzans getting a 4.6-4.9 billion Berry bounty because Oda never really cares too much about this “subordinate” stuff. Whenever in verse people use bounties to power scale, they never care too specify subordinate or captain. That’s a fandom made concept after all.
