Joy Boy was a DF merchant and unarguably had the best haki feat in the series so far (turning 4 of the most powerful warriors in the world back to their original forms and sending 3 of them back to Mary Geoise with just a blast of basic CoC). Even Dorry comments that his haki might be stronger than Shanks' (the probable most powerful hakiman in the world today).

Sure, I could see it.

WB and Sengoku are top tier haki users who also have OP DFs.

Kizaru has the "World's Greatest Defence" with a speedy offensive fruit and Kuzan has top tier punching power while using an AOE fruit.

Hell Luffy is a haki prodigy with an actual god fruit.

So really, being a haki specialist does not mean others can't rival or surpass your haki.

Crydo had AdvCoC + Future Sight (which are considered the peak of Haki) and was still clearly a DF merchant who relied more on his shit dragon fruit (to the point that his final attack was just some boring giant dragon flames...)

which is also ironic since he's the one who claimed "Haki surpasses all" yet he uses his DF more...

One can have strong haki and be a DF merchant, yes.
Void Century Joyboy is an example of that.
However, reaching the peak of haki and being a DF merchant never happened.
Ryuma, Mihawk and Zoro are proof of it.

Haki is One of your Stats, same as Strength or Speed ... etc
Lot of DFs also mainly Improve your Stats or simply provide a Weapon for you to Use,
But what matters is your Fighting-Style

Do you have a DF-Based Fighting Style or Fighting Style based on something other than DFs,
Also most have a Single Fighting Style but some can have Two,
You can also have a Fighting Style that is based on both DF & Haki,
You can determine these Fighting Styles by simply checking these Character's Signature Techniques,

Examples:

Jinbe have a Single Fighting Style that is neither based on DF nor Haki,
Shanks have a Single Fighting Style that is based on his Haki (CoC),
Akainu have a Single Fighting Style that is based on his DF,

Luffy have a Single Fighting Style that is Combination of Both Haki/DF,
Sabo have Two Fighting Styles, One is Haki-Reliant (CoA), Other is DF-Reliant,
Kaidou have Two Fighting Styles, One is Haki-Reliant (CoC), Other is DF-Reliant,
Blackbeard have Two Fighting Styles, Both are DF-Reliant,

As for their Ranking,

Low Top Tier ---> Requires 1 S- Fighting Style (Such as Ace)
Mid Top Tier ---> Requires 1 S Fighting Style (Such as Akainu) or Two S- Fighting Styles (Such as Sabo)
High Top Tier ---> Requires 1 S+ Fighting Style (Such as Shanks) or Two S Fighting Styles (Such as Blackbeard)

This means aside from Blackbeard, you cannot reach High Top Tier except with Haoshoku Haki,
Either by Itself (Like Roger/Shanks) or Using it to Enhance your DF (Like Sengoku/Luffy) or have Two Fighting Styles (Like WB/Kaidou)

Kaido's words are only introduction to haki peak and we cannot grasp it at the end of post-TS, we have to wait for the end of Final Saga.
And we already know who the figures at the end of it are - Zoro and Mihawk. The ultimate hakimen.

Zoro's attack coating is second to none.
Mihawk's Yoru feat is second to none.
Ryuma singlehandedly keeping WG out of Wano is second to none.

So, Ryuma, Mihawk and EoS Zoro all have stronger haki than Joy Boy and EoS Luffy? 😅
Yes, Joyboy and Luffy are haki rookies compared to those 3.

You could argue that having a powerful DF boosts your CoC, as CoC is linked to overall power. When Kaido got drunk and went into Shuron Hakke mode (which enhanced his physical properties), he also had his Haki improved. I think that is especially true for Zoans that boost all of your stats. Just imagine Garp or Mihawk having an awakened Azure Dragon fruit.

Same goes for Joyboy's Haki. That Haki wasn't separate from Joyboy's fruit. It was the pinnacle of Joyboy's strength/potential which included the stength gain he received from his fruit.

So I guess EOS villains will be the pinnacle of both worlds. Whitebard had a top tier fruit, top tier Haki and a top tier weapon, Blackbeard will have multiple top tier fruits with top tier Haki, just like Luffy and Imu will have awakened top tier fruits with top tier Haki.

''Special sword merchants'' can have top tier Haki, but DF users can't? That sounds like a ZKK cope.
