To bottom line it, do y'all believe Oda's put all this work in Blackbeard, just so he can fail where Rocks failed?
Oda has put in enormous time and effort into developing Blackbeard, who is now easily among the best in the history of the medium and fiction in general if you ask me. He is utterly fascinating in ways Imu simply could not make up for with revelations of the Void Century, imo.
It is not YET fact he is the final villain, but it's a virtual certainty.
My earliest prediction for Elbaph's major twist was and remains Blackbeard killing Imu and taking his powers.
