Hard to tell who was stronger because Rocks is older than WB so he probably was stronger until his death 38 years ago. After that WB reached his peak and might have surpassed Rocks. Or not, there is no way to know.
Rogers strongest adversary doesnt mean what you think it does, it doesnt refer to individual strength. It refers to their achievements, Rocks did things that can rival the achievement of becoming the pirate king, which again isnt about individual strength.
As always, people ignore context - the taboo pirate. Why was he taboo? Because of his individual strength or something else?

Oda making Shiki a pre-TS movie villain is too disrespectful for him to be a PK tier. I have Shiki at Admiral level or bottom of Yonko level. Sengoku putting Kaido and BM on the same pedestal as WB and then putting Shiki on the same pedestal as Wang Zhi, Silver Axe, and Captain John sealed the deal for me
