Koby wants to stop Luffy. Akainu wants to stop Luffy. So does Ryokugyuu. Maybe even Fujitora. The rest of the Zodiacs are seemingly on Akainu's side anyway, he conscripted them to begin with after he became Admiral. Domi isnt needed for this.

I dont believe there will be this massive force after Luffy becomes PK, that force will start to fall as we progress to the end, starting with God Knights here. Then Marines and Seraphim afterwards. Then Imu's command apparatus.

Im not sure if you’ve noticed, but the WG doesn’t have foot soldiers besides the navy. It’s unlikely that there won’t be fodder fighting while Luffy and co battle Imu. If this is after Sakazuki has fallen, there will almost certainly be a need to maintain control over naval forces.

Not saying all of the admirals are guaranteed to get Domi Reversi’d, but as the top tiers closest to the WG they’re the biggest candidates out of any current characters.

This is also obviously how Imu will maintain control of the navy after the government is revealed to be the culprits drowning the world.

In terms of likelihood it goes:
1. Greenbull (bro might even willingly take the buff)
2. Akainu
3. Kizaru
